As you said you were confused by the concept of the anime, so the hero’s and superpowers work by. The amount of trust others have in individuals, and when someone gets enough trust from others they can become a hero. For fear I assume that it works similar to trust except based of what they said after the boss guy fight happened, I assume there is tech that can increase the fear of others which is how the normal boss became so strong.
As this is a completely Donghua (Chinese anime) original I am excited to see where this goes, we get 23 more weeks of this so I’m excited to see how they flesh out the story. As the for 3d animation it looked absolutely incredible, I don’t think we really saw much cgi except for maybe so of the fear effects at the start of the fight.

Not gonna lie I judged this one early based on the graphic style choice. But seeing you watch it made me give it a chance. It's quite good. Would of loved a better understanding of the world up front though, you know is it technology based, do they really have powers. It definitely left me with tons of questions, but I guess that will come in time. Music sold it for me really. I'm a huge sucker for a good emotional high when music meets intense scene.
The Power System was explained naturally unlike other Shows and Anime that take a break for exposition & lore dump. From the start the power revolves around Public Perception, if the people believe you could fly, you could fly. Now people believe LinLing was Nice so his body became Nice and also acquired his Ability.
The same goes with Negative perception like Fear. Now the Tero Organization was using Amplifiers as well.
The game show was important cuz ut could ruin his Ranking and Power as well if he lost the Trust of his people.
