What majority of people knew and believed in is that the current emperor's younger brother almost never left his room, and anytime he did appear in public, he'll be wearing a mask. That's why Jinshi can just act freely as the eunuch character without anyone suspecting him as the other character (i.e. imperial younger brother).

The food and drink that Jinshi refused to eat was rich in aphrodisiacs, fat, caffeine, alcohol and hot spices. It's the sort you'd eat to raise your "stamina" and make you more likely to think of sex (if you're as virile as Jinshi) — or raise your blood pressure and give you a nosebleed, if you're the constantly uptight Basen.
