Yep, this particular story takes place 5 years after the events of Fate/Stay Night AKA the 5th Holy Grail War. However, it doesnt take place in any of the known timelines (Fate, UBW or HF). It takes place in a completely new timeline. We dont really know how things went exactly, but Shirou and Rin still survived and went to the clock tower and are actually doing mage stuff. Then again, we dont know the state of their relationship though its possible they are not in a romantic relationship in this timeline.
Also, Strange Fake will have a TV series in 2024. Probably around April
Don't worry, Dija. Strange Fake DID get a series adaptation announcement at Anime Expo this year, so it's going to happen. The series just has no official airing date yet. This special was really just Type-Moon doing it's yearly Fate/ new year's special. The same thing happened with the first Grand Order special back in 2016.
While Strange Fake does take place in 2009, 5 years after Stay Night would have happened, it seems to be set in it's own timeline. Real proof of this comes from the fact that the Ruler class was even mentioned. Outside of Grand Order, Apocrypha, and the Waxing Moon Ritual the Ruler class has never made an appearance.
That being said, being in a different timeline doesn't mean that the Fifth Grail War definitively never happened, but we're never really given any information about that war. The story really only confirms the Wars up to the Fourth Grail War have happened due to Waver having memories of Iskandar and the Fourth Grail War.
