In my opinion, Hizuru/Ryuu is a better fighter than Ushio. even without the 2 second thing goin on with Ryuunosuke and being limited because of Hizuru's body, both hizuru and ryuu are highly intelligent, determined, calculating, ruthless. ushio has some of these qualities but seems to rely on dumb luck more so and takes longer to get her head going in the game
