Carol’s lack of defense would make her very easily taken advantage of. She wants to trust Carol’s judgement, but Misaki lacks certain aspects of discipline that makes her feel her daughter would be safe.
Carol could actually learn from Tomo about having her guard up more.
Misaki has even said it himself that Carol seems like she would just go along with anything he did or says, which probably makes him feel like he would end up taking advantage of her.
Examples are how she kissed and pushed down Junichiro, clung to Junichirou at the beach and didn’t get mad with him telling the guys he didn’t care if they thought he was her boyfriend and how she let Misaki brush the crumbs off her chest.
She’s the polar opposite of Tomo in terms of her guard, and Misuzu’s opposite in terms of perceiving danger.
That’s why her mother calls her “Pudding”.
