Let’s not act like Tartarus would get overwhelmed just by any attack. It took two All For One’s with a mental link and 7 near high end Nomu’s to succeed. No one else would have the capability of pulling that off
Also most of the population even with quirks are surviving fire from drones. Bulletproof is a quirk in it of itself

The guards didn’t know the whole situation with AFO and Shigaraki. Like they didn’t know there was a “real body” situation lol. They just though they had AFO and Shigaraki was just the new big villain. They didn’t know AFO actually had a hand in all of that
