The Soviets called them “ryons”. I saw a lot of them in former block countries and in Kabul back between 2000-2006. Ryons were even smaller, with literal moats surrounding them and only one or two entry control points. I discussed this back in 2006 in my introduction to a speaker at a conference. Example: US interstate highways were built for the DoD, on ‘loan’ to civilian commerce and travel. They took the design of the Autobahn. On ramps and off ramps can be easily and QUICKLY equipped with ECPs (entry control points), thus restricted from civilian use.
