Pucci got the star birthmark when green baby ( dio’s bone who has jonathan joestar body ) fused with him. Since pucci and weather are biological brother, weather awakened his star mark . Rikiel is one of Dio Brando's illegitimate sons same as Giorno giovana and one person that soon you will see in next episode. And when they showed weather report in jail, that was a long time the reason why he was in jail with emporio and anasui. and then the scene went back the the current scene where anasui and weather were walking in the street now

It clearly said in ep 26 that they are the sons of dio not counting giorno because he is not in florida and yes they are all related to DIo, Pucci has the mark because the green baby and Weather report has the star because he is related to Pucci
