Toga is a totally hypocrite and a molester (She thinks of her blood sucking habit as the same as kisses; think about it). If she wasn't a young "cute" high school girl, and was an adult man or a heteromorph, then she would have been canceled by both the people that exist in the anime and in the mha fandom.
This episode sucks so many balls. Bad animation and sooooo much filler. If I see another shot of some random heroes running to a random location to save random civilians I am going to lose my mind. Also, Bakugo sacrificing himself for Deku and Deku raging out was a super hype moment in the manga. In this episode, it has 0 emotional impact at all. Really a letdown, especially since the season started off so strong with Mirko vs Nomus and Shigaraki’s awakening.
Hmmm for Toga, she always had the odds against her. She has a villainous quirk with inherently violent impulses, and while she resisted for the longest time, one day she just said “Fuck it I’m tired of living by the rules, it’s not fair to ME” which is true. She couldn’t be her true self, but at the same time, her true self is dangerous so there’s always going to be a struggle. The two things will never gel.
But at the same time, all she wants is to be free despite the evil she’s done. Thing is, Toga knows what she does is wrong, always has, but Twice’s death just rubs her the wrong way because aside from being someone SHE truly cared about Twice was the one villain among them who did not deserve to die. So if Twice didn’t deserve some kind of redemption, didn’t deserve to be saved, does she?
What Toga wants to know is whether or not she can be considered someone worth saving while also enjoying the freedom only she herself can experience with her fucked up quirk. A fucked up quirk she didn’t choose and a quirk that forces her to choose between the happiness of herself or the world at large. That’s how I always interpreted Toga’s dilemma here.
What did Toga expect Uraraka to answer? They were in the middle of a battle where a guy the size of a tower and with the power of a bulldozer is turning a city into dust. Of course She would be annoyed that her time was getting wasted when She could be saving other people. Its also kind of ironic that Toga is upset Over Twice death when She herself killed hundreds. I would have liked to see the reaction of One of her victims families.
I liked the scene between Spinner and Toga. In the end the league are the only ones to accept her as she is and not make feel ashamed for her actions. Yes I know they are bad guys and they need to be stopped but at the same time they are outcasts, shaped by a society who rejected or hurt them in one way or another. In the end, Toga will soon realise that the rest of the world won't accept her. The only place she feels at home is the league. She loves the league and wants to create a world where only the things she loves exists. I know everyone is quick to judge her but they also need to look deeper and understand that not everything is so simple.

Toga is a wounded child inside as Shigaraki, they have never been accepted the way they are and they could never integrate in the rules and norms of societies and grown-ups. It is like everything the hero society stands for is a rejection of who they are and they cannot fully understand why it is the way it is. Then it is no coincidence that they seem as they never grew or that they sound hypocrites, that is exactly what you would expect from children who never found any comprehension from adults and society. Not that any of this makes their behaviour justifiable, of course.

Kinda annoyed that Toga wasn’t taken out here given that Uraraka is clearly touching her wrist with all five fingers. Her quirk shoulda activated and Toga shoulda lost right here.
The only way i could see Toga redeemed is if one of the people she loves saves her life, then there is a chance she might rethink her ways. Though i still think its unlikely ever if that happened
